GOVERNOR  PATERSON HAS ISSUED AN EXECUTIVE ORDER

IT RECOGNIZES THE STATE HAS BEEN CARELESSLY TELLING SCHOOLS AND LOCALITIES AND COUNTIES TO ADD TO THEIR MANDATES WITHOUT SENDING ANY MONEYThe state has been saying:

PAY FOR MORE SERVICES!…GIVE MORE USELESS, EXPENSIVE  TESTS TO OVERTESTED SCHOOL CHILDREN!….DO THIS AND THAT!… AND BY THE WAY YOU’LL HAVE TO RAISE PROPERTY TAXES TO PAY FOR IT BECAUSE WE CERTAINLY CAN’T SPARE ANY MONEY FROM OUR PET PROJECTS.

The Governor has begun the process which will hopefully slow down those unfunded mandates…and maybe even stop them at some time in the future.

Good marks for executive order 17.

Governor, now that you are beginning to pile up sandbags to maybe slow down future floods of property tax increases due to unfunded mandates somewhat, how about sending in the boats and helicopters to save the people already drowning in property tax debt… too many homes have already been swept away……

Albany’s past excesses, neglect, and callous disregard of an economically destructive tax can’t be paid back with an IOU…the bill has arrived, Albany..pay up!

 

Call every senator you can!  (Don’t ask me what to call them, wise guy. You know what I mean.)

Tell your  email list  to do the same!

Tell the senators you want them to co-sponsor S4239. That’s the bill that will save people’s homes and it is the ‘beginning of the end’ of the terribly conceived, constructed, and administered property tax.

 

No one in a democracy can justify the fact that people are paying 20%, 40%, or 50% of their income in property taxes to keep their homes from being taken from them.

 

If the senators say they don’t have the money to relieve the suffering of homeowners and renters you say:

Where do you think I’m going to get the money to ransom my house from the state every single year and still have money to care for my family?

Ask them how long they have been in government. Ask how many choices they have made and how many billions they have spent….on everything BUT prop. tax reform.

Ask why they have shifted the cost of education, Medicaid and other services onto the backs of property taxpayers instead of paying for them with state funds as they are obligated to do.

Ask why other states manage to pay for their obligations.

Ask why NYS spent over 130 billion just this year and will still squeeze the life out of homeowners and renters even more than last year.

 

Republican or Democrat or Independent ..fight to keep your home.

Omnibus Consortium members made plans to begin meeting with Assembly members.

Started planning a ‘tutorial’   to explain the” ins and outs” of property tax reform and relief and the merits of different bills and “What the heck is a circuit breaker?” kinds of questions.

Naturally the Guru of good government , the Father of Fiscal Equity, the Maestro of tax math,  Frank Mauro, will be the tutor. It’s a work in progress; keep tuned in.

Facts in the hands of voters can straighten a legislator’s spine faster than any medical procedure.

BACK FROM THE STATE CAPITAL OF DENIAL….ALBANY

We (Omnibus Consortium) spoke with several Senators and/or legislative staff today.

It’s not that all of the legislators don’t get it. A few do get it.

The problem is many haven’t caught our sense of urgency….all the while claiming to feel our pain.

We shouldn’t have to be in any doubt about major property tax relief at this point in time.

But we are still in doubt….and that’s NOT okay.

People are losing their shelter as we speak. In Ulster the number of tax delinquency foreclosures have doubled….and the foreclosed homes aren’t selling; so the county can’t recoup the money it shelled out to the school districts to make up the losses because the county can’t sell all the properties it seized.

Ulster is not unique. All counties are stressed.

Which means you’ll have to pay those delinquent taxes with your county property taxes. Didn’t know that did you?

Is your head splitting yet??

We told the senators and/or their staff, “Real, substantial property tax relief must be on the way by the end of this legislative session.”

John Whiteley (Omnibus Consortium &NYS PTR Coalition) stressed that people can’t sell their homes even if they wanted to and they can’t afford to stay in them because of property taxes. Hellish! Nowhere to turn!

We spoke with some Senators who are completely on board with the legislation the Omnibus Consortium is supporting, Liz Krueger’s bill S4239…notable among them smart and straightforward Neil Breslin, Assistant Majority Leader.

He gets it.

I have hopes for Sen. Foley, Sen. Thompson, and Sen. Valesky with whom we had appointments today.

Sen. Thompson who took the meet himself-always a good sign- wanted reassurance that his constituents in Buffalo would be served by the Krueger bill. That means he’s on the job.

We assured him that Sen. Krueger’s bill included ALL property taxes not just school taxes. That’s especially important in cities. When we break out the numbers for him I know he’ll see the light.

Breaking news has Senator Bonacic-my senator- in support of S4239…hands across the aisle. Good for John!

There are others who are supporting another circuit breaker, Sen. Klein’s bill. We applaud their efforts..now let’s get together.

The senators Krueger and Klein are currently “talking”.

…and mind you the legislators we spoke with are at least very aware of the crisis….some legislators are still blandly saying we can’t afford property tax relief or others are in hiding on the issue hoping it will pass them by…not a chance guys.

Like Madame DeFarge I am keeping a list….a list which will be published when our bill is either enacted or when the session ends in disaster with no major tax relief. Either way you’ll know who your friends are….or aren’t.

It is exhausting to sit and talk with legislators when outside the Albany walls people are devastated by tax nightmares and have lost hope. 

We try to get that sense of urgency across every time we meet with a legislator.

I will tell you which Senators signed on to S4239 in a subsequent column.

The best part of today was confirmation that YOU had been writing and calling Senators asking for support for S4239. They told us they’re getting the messages!

Now please write and/or call Sheldon Silver, the Assembly Speaker. Tell him to sponsor a circuit breaker bill in the Assembly that has a substantial payback for taxpayers who paid exorbitant property taxes…something like S4239.

You’re doing good work guys…..now it’s off to bed…and hoping to dream good dreams and not TAXNIGHTMARES………

SOOOOOO,    THEY LEFT,      (NEW HAMPSHIRE HAD A BETTER WAY OF LIFE FOR THEM, AT LEAST THEY COULD EAT……….)

JIM’S ADIRONDACK HOME OF 900 SQUARE FEET HAS NOT CHANGED IN 30 YEARS,  BUT HIS TAXES HAVE GONE UP- UP- UP…..  

HE RETIRED IN 1984 AND HIS RETIREMENT IS  (OF COURSE)  BASED ON WHAT A TEACHER MADE IN 1984.   SO, WHEN TAXES ARE UNFAIRLY INFLUENCED BY OUTSIDERS BUYING SECOND HOMES,  THEN THE YEAR ROUND NEW YORKERS DON’T STAND A CHANCE TRYING TO  DEAL  WITH TAXES IMPOSED UPON THEIR ONLY HOMES

HE SAYS, THERE HAS TO BE A BETTER WAY !

DISABLED LADY, WITH MODEST INCOME, HAS TAXES GO FROM $6,000. TO $12,000. IN SIX YEARS.  (THAT IS 100 %).  SHE WOULD LOVE TO STAY IN HER HOME BUT MUST RELOCATE TO ANOTHER STATE.

OUR TAXES HAVE INCREASED MUCH MORE THAN OUR INCOME.  SO THAT WHEN WE BOUGHT OUR HOME, IT WAS WELL WITHIN OUR RANGE OF AFFORDABILITY.  THAT IS NO LONGER TRUE………….

 COUPLE’S HOME IN NEED OF WINDOW REPLACEMENT, COST TO HEAT HOME OVER $1,000. A MONTH.  HOWEVER, THEY HAVE HAD TO USE HOME EQUITY CREDIT TO PAY PROPERTY TAXES, AND THIS YEAR WILL HAVE TO SELL RETIREMENT ACCOUNT MUTUAL FUND SHARES TO PAY THOSE TAXES. 

WOULD SELL, BUT NO ONE IS BUYING.

JANINE AND RALPH G.  AGES 47 ARE PAYING 17.55% OF THEIR HOUSEHOLD INCOME TO KEEP THEIR HOME.  THAT  WAS IN THE YEAR 2006 !

Consortium members have been in Albany the past three days…

·        Meeting with Senator Krueger  (bless her) to discuss her circuit breaker bill which we are supporting…….S 4239

·        Meeting with financial experts in Senator Malcolm Smith’s office about the provisions of S4239. The Senate has been very pro-active on property tax relief this session.

·        Meeting with an assembly leader  to make sure we have a companion bill to Sen. Krueger’s in the Assembly….

·        Having a conference with press and legislators outlining The bill..it is identical with the circuit breaker provision of the Omnibus Relief and Reform bill

·       Discussing an addition to the circuit breaker bill which assures taxpayers that the reform of the property tax ( not just immediate relief via the circuit breaker) will go forward.  This Bill is a first BIG step.

·       Discussing  the financing of relief and reform.

 

NOW IS THE TIME FOR ALL GOOD TAXPAYERS TO COME TO THE AID OF THE OMNIBUS CONSORTIUM and OF ALL PROPERTY TAXPAYERS ……..get busy guys!

·        Call Majority Leader Sheldon Silver 518-455-3791 or fax him at 518-455-5459…he has stated the Assembly passed a circuit breaker in the last session and he supports the circuit breaker concept.  We want him to reframe the assembly bill to be reconcilable with Sen. Krueger’s bill

     S 4239 in the Senate.

 

·        Ask the majority leader to introduce an Omnibus like circuit breaker to match Sen. Krueger’s circuit breaker because this is the best all around circuit breaker.

 

If you haven’t called your Senator do so now and ask him/her to add his/her name to the Krueger Bill.

We can not do this without the support of the people who need tax relief.

The circuit breaker is major relief.

But the window of opportunity will close . Success is a phone call or a fax away.

CLAUDE R. M.D. A NEW YORK PHYSICIAN, MUST SELL HOME DUE TO A THREE FOLD TAX INCREASE.  NEEDS TO DO IT SOON, WHILE HE IS STILL EMPLOYABLE IN ANOTHER STATE.

 

     FROM KRIPPLEBUSH;

MAN’S TAXES GO UP 251% IN 5 YEARS ON A 3    BEDROOM. 1500 SQUARE FOOT HOME.

     PLEADS FOR REFORM.

 

     FROM  ROCKLAND COUNTY;

E.K., AN I.B.M EMPLOYEE;  SOLD HOME, MOVED TO TENN. HER TAXES NOW ARE $ 0.

 

FROM LAKE PLEASANT;

NATIVE RESIDENTS FEEL THAT VERY SOON, ONLY THE WEALTHY WILL BE ABLE TO LIVE IN THE ADIRONDACKS.

     THE TRUE FABRIC OF THE SMALL TOWNS ARE AND WILL BE MOVING TO MORE AFFORDABLE STATES IN ORDER TO SURVIVE. 

     GONE WILL BE SMALL BUSINESS AND SERVICES THAT HAVE BEEN THE HEART OF THE NORTHERN COUNTIES.

THEIR HOUSEHOLD INCOME IN 2006 WAS $45,029.00 AND THEIR TAX BILL IS $21,418.00.  IMAGINE PAYING 48% OF YOUR INCOME TO STAY IN YOUR HOME………..

 

FROM FRANKLIN COUNTY;

ONE COUPLES HOUSEHOLD INCOME, $58,000.00, THEIR PROPERTY TAX, $12,274.  THAT’S 22% IN 2007.

 

FROM CAYUGA COUNTY;

THE $21,700.00 THAT BILL H. PAYS IN PROPERTY TAX IS 43% OF HIS HOUSEHOLD INCOME OF $50,210.00.

 

FROM OSWEGO;

THEY ARE DROWNING, WITH NO RELIEF IN SIGHT.  COUPLE PAYING 43% IN TAXES AND THEY CANNOT SELL THEIR HOME.

S.B.AND M.S., A COUPLE BRINGING HOME $77,000.00, SOUNDS GOOD UNTIL THEY PAY OUT $17,282.41 (22.4%) IN TAXES.

GENTLEMAN SAYS HE USED TO BE A HARD WORKING MIDDLE CLASS RESIDENTOF THE STATE.   NOW, THANKS TO TAXES,  HE’S  CAN CONSIDER HIMSELF TO BE ALMOST IN THE POVERTY CLASS.  HE STATES THE THE STAR CHECK HE RECEIVED WAS AN INSULT.

 

A MAN AND WIFE RETIRED 9 YEARS AGO TO THE ADIRONDACKS, BOUGHT A LOT AND BUILD THEIR OWN HOME.  THEY WANTED TO LIVE THE REST OF THEIR DAYS HERE. 

THEIR TAXES HAVE RISEN 14% A YEAR FOR THE PAST 9 YEARS,   THE ENTIRETY OF  THE WIFE’S SOCIAL SECURITY GOES TO PAY THE SCHOOL TAX, AND THAT DOES NOT COVER IT.

THEY WANT TO KNOW “HOW CAN SENIORS (ON A FIXED INCOME)  CAN BE EXPECTED TO PAY SUCH A GREAT PERCENTAGE OF THEIR  HARD EARNED INCOME IN PROPERTY TAX?”

THEY ANSWER THEIR OWN QUESTION THIS WAY—–
